This can be done several ways.
If x is the total population, and 27 million is 98% of that, then:
27 million=.98x
27 million/.98=.98x/.98
27.551020 million=x
Now if you subtract 27 million from the total you get the other 2%.
27.551020 million-27 million=.551020 million or 551,020
You also get that value by multiplying the 27.551020 by .20, try it and see for yourself!
