A = 28*7 = $196 [Avis price]
H = 108 + 0.14m [Hertz price]
First set the prices equal:
196 = 108 + 0.14m
88 = 0.14m
m = 628.6 miles
So if they drive 629 miles, the Avis price will be less than the Hertz price.
