They know the height of the tower is 315 metres and they use a clinometer to determine the angle of elevation to the top of the tower is 4.

Use the tangent of 4 degrees to find the distance (d) to the tower (side adjacent) and side opposite = 315

d = 4507.71 meters ~ 4.5 km to the base of the tower
