The defect rate 0.3% means that in every 1000 parts, tree are defective.
We find now the average defect rate for this week: 2/400=1/200=0.5/100=0.5%, and the difference between the allowed defect rate and the defect average rate for last week is:
0.5%-0.3%=0.2%, thus the defect average rate is increased by 0.2%.
