Slower cyclist rate: x mph
Faster cyclist rate: x+4 mph

Separation speed: 2x+4 mph

Eqution:
rate = distance/timrate = 168/4
-----
2x+4 = 168/4
2x+4 = 42
2x = 38
x = 19 mph (slower cyclist rate)
x+4 = 23 mph (faster cyclist rate)
