We have x2 = 8, x1 = -9
f(8) = 7(8)^3 + 7(8)^2 - 2 = 4030
f(-9) = 7(-9)^3 + 7(-9)^2 - 2 = -4538
Therefore the rate of change = (4030 - -4538)/(8 - -9) = 504
