 length exceeds the width by 28 inches.

Let x and (x+28in)represent the width and length respectively

 2(x+28) + 2x = 68in

  4x = 12in 

   x = 3in, the width.  the length is  31in  (3in + 28in)

  2*31in + 2*3in =  62in + 6in = 68in
