Let the rate in the city be r. Thus the rate in the open highway is 2r.
The equation we always use is
Rate * Time = Distance or
RT = D
so we have
r(1) + 2r(4) = 387
9r = 387
r = 43 km/hr

Let speed in city = v km/hr.
So speed in highway = 2v km/hr.
Distance traveled in the city in 1 hour at speed 'v' km/hr is 'v' km.
Distance traveled in the highway in 4 hours at speed '2v' km/hr is '8v' km.
So total distance traveled = v + 8v = 9v km
But given total idstance traveled is 387 km.
So 9v = 387
or v = 387/9 = 43
So the speed of bus in the city was 43 km/hr.
