Let's do this inches;
2' 8" = 32 inches
10 cu ft = 17280 cu inches

let h = the height of the tank (in inches)
then
.75h = height of the water

Volume of the water
.75h * 40 * 32 = 17280
960h = 17280

h = 18 inches is the height of the tank
