Well we don't know for sure whether this is a linear relationship or not..it may be best modeled as a polynomial or an exponential curve, but assuming it IS linear, we find the slope first
m = (48 - 32) / (9 - 3) = 16/6 = 8/3
then we use the slope-intercept method
y - y1 = m(x - x1)
y - 32 = (8/3)(x - 3)
y - 32 = (8/3)x - 8
y = (8/3)x + 24
