Use the following strategy:
Step 1: Fill up 3-qt pail completely and pour it on the 8-qt pail;
Step 2: Repeat Step 1 (8-qt pail now has 6-qt water)
Step 3: Fill up 3-qt pail again and pour in on the 6-qt pail until it fills up completely (8-qt has full 8 quart water and 3-qt has 1 quart water)
Step 4: Empty the 8-qt Pail and Pour the left over water from 3-qt pail to the 8-qt pail (8-qt pail now has 1 quart water);
Step 5: Fill up 3-qt pail completely and pour it on the 8-qt pail to get 4 quart water.
