That is, the new monthly cost is 54+120 = $174.

The monthly bill went up 45%.
Then 120 times 0.45 = 54.
We add 120 to 54 and get $174 as the new monthly bill this year.
If you want to know what the new yearly total will be, just multiply $174 times 12.
