Let x = milliliters of 10% vinegar
then
260-x = milliliters of 30% vinegar
.
.10x + .30(260-x) = .13(260)
.10x + 78 - .30x = 33.8
78 - .20x = 33.8
-.20x = -44.2
x = 221 milliliters of 10% vinegar

30% vinegar:
260-x = 260-221 = 39 milliliters
