If x is between 12 and 18 inclusive and y is between 3 and 8 inclusive, 

then x-y is

x-y is the least it can be when x is the least it can be, 12,
and y is the most it can be taken away from it, 8, so therefore

the least x-y can be is 12-8 or 4

x-y is the most it can be when x is the most it can be, 18
and y is the least it can be taken away from it, 3, so therefore

the most x-y can be is 18-3 or 15. So the correct choice is

(A) between 4 and 15 inclusive
