I'm having trouble with this. I'm actually having trouble understanding what a rational number really is. I've read about it in my textbook over and over again but I'm just not getting it, so if someone could explain this it would really help.

A rational number is any number that can be represented as the quotient of two integers.
21 is an integer and 10 is an integer, therefore 2.1 is rational because it can be expressed as the quotient of two integers.
If you have a decimal fraction that comes to an end, even if it has a billion decimal places, it is a rational number. If you have a decimal that is a repeating pattern, then it is a rational number. That's because in both of these cases you can find two integers where one divided by the other is the exact decimal fraction. It is only when you have a non-repeating, never-ending decimal such as

that the number is irrational.
The name rational has nothing to do with a number's sanity. The name comes from the fact that the quotient of two integers is the same as the ratio of two integers, and the root of 'rational' is 'ratio'
