Let "x" be the number of consecutive shots he need to make.
Equation:
(9+x)/(13+x) = 0.96
9+x = 0.96(13+x)
900 + 100x = 96(13+x)
900 + 100x = 1248 + 96x
4x = 348
x = 87 (# of consecutive shots he must make to get to 96%)
