Let the slow pump rate be X. Then the fast pump rate is 4X
Together they can pump at X+4X = 5X
The slow pump will be 1/5 as fast. So it will take 28*5 minutes
The faster pump will be 4/5 as fast. So it will take (28*5)/4 minutes
