area of a parallelogram is base * height.
base is 3*x + 2
height is 2*x + 3
a(x) equals base times height equals (3*x + 2) * (2*x + 3)
multiplying out you get a(x) equals
substituting 3 for x you get
a(3) equals 6*(3^2) + 13*(3) + 6 equals
6*9 + 39 + 6 equals
54 + 39 + 6 equals
a(3) = 99 square meters.

substituting 3 in the original base * height equation, you get
(3*3 + 2) * (2*3 + 3)
equals
(11 meters) * (9 meters)
equals 99 square meters
