45,000 means that y = 45, since y = 1,000's of cars.
45 = 4x+5 Subtract 5 from both sides.
40 = 4x Divide both sides by 4.
x = 10 Now add 10 to 1996 to get 2006.
So, in 2006 45,000 cars will be sold, then in 2007 the number of cars sold will exceed 45,000, so the answer is 2007 and later.
