so we have;

Subtract 9 from both sides;
1%2F2x+9-9=15-9
1%2F2x=6
Now multiply both sides by the reciprocal of 1%2F2,which is 2%2F1;
1%2F2x(2%2F1)=6(2%2F1)
x=12%2F1
x=12
