From your set up, I think you are thinking of a different type of mixture problem. In this problem you are given that there are 66 gallons of mixture, of which 55 gallons are pure chlorine, and the other 11 gallons are water.
This means that
of the mixture is water = 16 2/3 %
of the mixture is chlorine = 83 1/3%
