If the fence is 4 meters from each side of the pool, that means that the width of the area enclosed by the fence is the 8 meters of width of the pool plus 4 meters on one side and another 4 meters on the other side, for a total width of 16 meters. Likewise, the length of the area enclosed by the fence is 15 + 4 + 4 = 23 meters.
