By the definition.

0 = 0% represents "this event will never happen"
1 = 100% means "there's full guarantee this event will happen"
A probability p is some value on the interval
In words: p is between 0 and 1 including both endpoints.
Example: p = 0.20 = 20% chance it will rain tomorrow
Negative probability values do not make sense.
Also, the probability cannot exceed 1 since "absolute certainty" status is the highest we can go.
