        The  " solution "  by @josgarithmetic,  giving the answer  " 4000 ",  is wrong. 


The number of scholars is   =  = 17*2000 = 34000.


ANSWER.  The number of scholars is 34000.

Given the ratio 2:17...

Let 2x = # of dullards
Let 17x = # of scholars

The total number of students was 38,000:

2x+17x = 38000
19x = 38000
x = 2000

ANSWER: The number of scholars was 17x = 17(2000) = 34,000
