The given information tells us that Philip had the smallest number of coins, so

let x = # of coins Philip had
then 2x = # of coins Jamie had (Philip had half as many as Jamie, so Jamie had twice as many as Philip)
and 10x = # of coins Francis had (5 times as many as Jamie)

Philip has 27 fewer coins than Francis:

10x-x = 9x = 27
x = 3

The amounts they each had....
Philip: x = 3 50-cent coins = $1.50
Jamie: 2x = 6 1-dollar coins = $6.00
Francis: 10x = 30 20-cent coins = $6.00

The total amount: $1.50+$6.00+$6.00 = $7.50
