x at 7% yields 0.07x
25000-x at 4% yields 0.04(25000-x)=1000-0.04x
those two add the 1390
so 1390=0.03x+1000
390=0.03x
x=$13,000 @ 7%=$910
$25000-x=$12000@4%=$480
They add to $1390.
