(I assume you accidently omitted the "x" in the first term of the dividend so you want it as 10x^2+5x+9 ).

Using polynomial long division


           5x       0x
      ___________________________
2x+1  |   10x^2    +5x     +9
          10x^2    +5x
          -------------
            0        0x    9
                     0x    0
                     ---------
                           9
