your expression is:
(5.2 * 10^-2) - (8.3 * 10^-3)
if you used your calculator, you would enter:
(5.2*10^-2)-(8.3*10^-3) and the calculator would tell you that the answer is .0437.
if you wanted to do this manually, you could do:
5.2 * 10^-2 is equal to 5.2 * 1/10^2 which is equal to 5.2/10^2 which is equal to 5.2/100 which is equal to .052.
8.3 * 10^-3 is equal to 8.3 * 1/10^3 which is equal to 8.3/10^3 which is equal to 8.3/1000 which is equal to .0083.
.052 - .0083 is equal to .0437.
you could also manipulate the operands to make 10^x the same for each.
in that way, you could factor out the operand.
for example, assume you wanted to make everything * 10^-3.
8.3 * 10^-3 would be left alone.
5.2 * 10^-2 would multiply 5.2 by 10 and divide 10^-2 by 10.
the multiplication and the division by 10 leave the resultant the same because 10/10 = 1.
you would get:
5.2 * 10 = 52
10^-2 / 10 is the same as 10^-2 / 10^1 which is the same as 10^-2 * 10^-1 which is the same as 10^(-2 - 1) which is the same as 10^-3.

keep in mind that b^-1 is equal to 1/b^x.
this is one of the laws of exponent arithmetic.
