The rate of the second place runner was  r =  = 9.96 meters per second = 9.96 m/s.


At the time t = 9.95 seconds, when the first place runner completed the distance,

the second place runner covered  9.96 m/s * 9.95 s = 99.102 meters.


Hence, the second place runner was 100 - 99.102 = 0.898 of a meter behind the winner, when the winner crossed the finish line.
