Eliminate y
multiply (1)by -13.00
Multiply (2) by 3.00
-182.00 x -39.00 y = -3471.00
21.00 x 39.00 y = 1056.00
Add the two equations
-161.00 x = -2415.00
/ -161.00
x = 15.00
plug value of x in (1)
14.00 x + 3.00 y = 267.00
210.00 + 3.00 y = 267.00
3.00 y = 57.00
y = 19.00
Ans x = 15.00
y = 19.00
$ 15.00 cost of one package of tulip bulbs
$ 19.00 cost of one package of dahlia bulbs

Using 2 variables, T of tulip and D for dahlia, we get the following system of equations:
14T + 3D = 267 ------- eq (i)
7T + 13D = 352 ------- eq (ii)
14T + 26D = 704 ------ Multiplying eq (ii) by 2 ------ eq (iii)
23D = 437 ------ Subtracting eq (i) from eq (iii)
Number of dahlia bulbs, or
Now, substitute 19 for D in eq (i) to find the value of T, the number of tulip bulbs!
