1st change everything to mixed numbers and then to fractions.
3.9= 3 9/10 = 39/10
2 1/6= 13/6
.
-1/3 / 13/6 * 39/10
=-1/3 * 6/13 * 39/10
=-234/390
=-3/5 or -.6
