1. Fill the 9 gallon container
2. Fill the 4 gallon container from the 9 gallon container
3. Empty the 4 gallon container into the tank
4. Repeat steps 2 and 3
5. Now there is 1 gallon in the 9 gallon container
6. Pour the 1 gallon in the 9 gallon container into the 4 gallon container
7. Fill the 9 gallon container
8. Fill the 4 gallon container from the 9 gallon container, this leaves 6 gallons in the 9 gallon container
