You have to buy at least one of each item, so start by buying exactly one of each. The cost of those is 2+3+5+10 = 20 naira; you have 30 naira left.
If the objective is to buy as many total items as possible, then you want to buy the least expensive items with your remaining 30 naira. Since sweets cost 2 naira each, you can buy 15 more of them with 30 naira.
So the total number of sweets you bought is 1+15 = 16.
