I have to assume the one person bought a pizza, and then the cost would be x+14.
If he or she did not buy the pizza, then the cost would be x.

I am going to assume that they split the price of the pizza evenly, and that x represents the cost of the drink. If so,
14÷2=7
So each friend spent $7 on the pizza
2x÷2=x
So the price of 1 drink is x
The expression the represents the cost of food, (and drink) is:
x+7
