If  "The number of Oranges is 3/5 the number of the papayas in the basket", as it is given,

then the number of papayas minus the number of oranges is   of the number of papayas. 


From the other side, this difference is 16.


Thus  of papayas is 16.  Then  of papayas is 8; hence, the number of papayas is 5*8 = 40.


Then the number of oranges is   = 3*8 = 24.


Answer.  24 oranges and 40 papayas.

The number of papayas=p
The number of oranges=o
from the question we can conclude two relationships, which form a linear equation set:
o=3p/5 (1)
p=16+o (2)
And substitute o in (2) one by 3p/5 and get
p=40
Use (1):
o=24
And finally apply (2) again to confirm: 24+16=40. This shows we are going right.
