a rectangular tank measuring 100cm by 50cm by 30cm is 3/10 full of water.
Volume of tank = 100*50*30 =150,000 cm^3
3/10 is full
so volume of water = 45000cm^3
height of water = 45000/100*50 = 9 cm
oil poured = 15000 cm^3
The oil poured is 1/3 that of oil
so height of oil will be 1 cm

1. Had the problem be formulated correctly, it would say what dimensions relate to the base.

As it presented, giving/obtaining the correct/unique answer IS NOT POSSIBLE, since 3 different answers are possible.

2. Even if assume, that the base is 100 cm x 50 cm, the answer "1 cm" by @mananth is INCORRECT.

The correct answer is 3 cm.
