Notice there are no units mentioned whatsoever.
I am free to assign units and a total amount of

We have 5 volumes/parts of the 22.5% solution, where 22.5% relates to the water content in each elementary liquid volume,  and


        7 volumes/parts of the 27% solution, where 27% relates to the water content in each elementary liquid volume.


So the water concentration in the new integrated solution (in its 5+7 = 12 volumes/parts) is


         = 0.25125.


Answer.  Volume fraction of the water in the container is 0.25125; the percentage volume is 25.125%.
