The inequalities are

W >= 20               (rolls of wallpaper)
C >= 30               (cans of paint)
35*W + 40*C <= 2800   (dollars)


The plot is shown in the Figure below.
The horizontal axis is W. Vertical axis is C.





Plot 35W + 40C = 2800 (red), W = 20 (green)  and C = 30 (blue)


The solution domain is the triangle in QI, contained between the three straight lines.


The two possible combinations are the highest vertex of the triangle and the rightmost vertex of the triangle.
