t + h = 20 therefore t = 20 - h
and
12.50t + 15h = 272.50 here, substitute for t
12.50(20 - h) + 15h = 272.50
250 - 12.50h + 15h = 272.50
2.5h = 22.50
h = 9 so he bought 9 hats and 20 - 9 = 11 t-shirts
