My partial solution;
Let n = nitre
Let c = charcoal
Let s = sulphur
20 parts total.
1 ton = 2000 lbs.

The ratio of elements by weight is 15:3:2. So, for every 20 lbs of gun powder, you have 15 lbs nitre, 3 lbs charcoal, and 2 lbs of sulfur. One ton of powder is 2000 lbs. So:
2000/20=100
This breaks down into:
15x100, or 1500 lbs nitre, 300 lbs charcoal, and 200 lbs sulfur per ton
