he's using 2 liters instead of 3 liters on the first day of any month.
that means he's using 2/3 as much.
2/3 * 4.5 = 3
instead of using 4.5 liters, he's using 3 liters.
the ratio is 3 to 4.5
this can be shown as a fraction of 3 / 4.5 which can be simplified to 2 / 3 when you divide both numerator and denominator by 1.5.
numerator of 3 / 1.5 = 2
denominator of 4.5 / 1.5 = 3
ratio of 2:3 is the same as ratio of 3:4.5.
