Drawing a rough sketch should be a big help in visualizing how to solve this problem....
The width of the garden is x; the length is 2x. With a border 2 feet wide all around the garden, the rectangle formed by the garden plus the border has width x+4 and length 2x+4.
That rectangle then has perimeter
The 55 feet of fencing the gardener has is to be that perimeter:
The dimensions of the garden are x by 2x, or 6.5 feet by 13 feet.
