So obviously I have 328ppm in 1959 and then this increased to 414ppm in 2017. However, do I just set this up as (414-328) divided by 414 and then times that by 100? Is that all I have to do?

No. Divide by 328. And then to the nearest tenth of a percent, 20.8 % INCREASE.
