I don't understand any of this solution either.
They give you the circumference (28") so there is no need to use pi.
When the wheel goes around once it will cover 28" on the ground

We have to convert miles to inches and hours to minutes
= 10560 inches covered per minute at 10 mph

Find number of times the wheel completes a cycle to cover 10560 inches when it covers 28 inches for each revolution
= 377.14 revolutions
