The equidistant point is the midpoint of the segment that joins them. It can be found by taking the average of both the x's and the y's.
Midpoint =[ (4-2)/2 , (-1+3)/2 ] = (1,1)

There are infinitely many points equidistant from the points (4,-1) and (-2,3).
Any point which lies on the perpendicular bisector of the line segment joining these two points will be equidistant from them.
One such point which is equidistant is the midpoint of the line segment, i.e, (1,1).
This point is by definition equidistant from the points (4,1) and (-2,3).
