circumference of a circle is pi * diameter
length of outer fence = pi * ( 8+2+2) = 12 * pi = 37.68 m
length of inner fence = pi * ( 8+1+1) = 10 * pi = 31.40 m
note I am using pi = 3.14
37.68 - 31.40 = 6.28 m, therefore
the outer fence is 6.28 m longer than the inner
