Move the decimal point two places to the left. Count the number of digits in the resulting number, including the leading zero(s). The denominator of your unreduced fraction is 1 followed by a number of zeros equal to the number of digits you just counted. The numerator is just the significant digits of your decimal, without the decimal point or leading zero(s).

Reduce this fraction just like you would reduce any other fraction by eliminating factors common to both numerator and denominator.
