With 12- 1 meter squares, there are only 3 arrangements:
1 x 12 has a perimeter of 26 meters
2 x 6 has a perimeter of 16 meters
3 x 4 has a perimeter of 14 meters
ANSWER The 3 meter by 4 meter has the smallest perimeter given the restriction to retain 12 - 1 meter squares.
