The way I see it, choosing the people who could form the final panel is the same as choosing the people that are not wanted.
That is ,
so there are different sets of people that can be picked.
For each of those sets, there are
possible sets of alternates.
That gives us possible panels that can be formed.

Another way:
Out of the people available, there are
ways to chose the jurors,
and in each case, from the people remaining, there are
ways to choose two alternates.
So, there are possible panels that can be formed.
