Okay, say the ratio of the sides is a:b. Divide by b and get r = a/b:1.
The area of an x by y rectangle (you didn't say, but we'll assume it is a rectangle) is x times y. But y = x times r, since it is a ratio of the other side.
So, rx times x = area, and you can solve for x.
rx = y, so you can solve for y.
Knowing x and y you can solve for the perimeter.
Done!
